Rim Liner

These rim liners came with a set of Michelin 16" tires. What is their purpose? Any applicability for a Series / Defender?

Sound absorber I believe, but usually they are on the tire side filpped inside out from what you show

Based on the fact that there seems to be a hole for a valve stem, I'm guessing it doesn't go against the tire.
