So I recently bought a new to me 1990 200tdi 110 that is currently titled in TN. Due to covid I have to wait until the NY DMV opens again to get any answers from them ,but basically I currently only have the title from TN.

My question then is do states care for the various importing documents that would have been recieved while being imported after a vehicle has recieved a state issued title or do they pretty much become obsolete after the title is issued?

Sorry if this has been answered elsewhere but i can seem to find this answer anywhere or maybe I'm just missing a keyword in my search.

Awesome, just about what I assumed, but we all know how that can turn out. Hard to find a definative answer anywhere on how long its considered an imported and if it ever gains "naturalization".

If you have a title from TN you should be fine in any state other than California.

I think Colorado (depending on the county) is even more strict than California. In California there's no smog check for diesels if they're pre '97. Colorado doesn't have that diesel exemption. They also require a VIN verification like California. I think there are some other states that are just as strict that don't have the reputation that California does.

Going back to the original poster's question, as long as you have the title from another state you shouldn't have a problem in NY.

When I moved into Oregon (31 years ago) the DMV required we bring all our vehicles in to verify that the VIN on the car matches the one on the previous State's registration. I thought most States did that.

The problem with VIN verification and grey market vehicle is that they don't have the Federal Safety and Emissions sticker. That's something they look for in California. My understanding is that any grey market vehicle in California should meet current model year emissions standards. Of course plenty slip through the cracks...

DMV in most states take the original import documents (7501,HS7,and 3520 forms) as well as the original foreign registration in order to issue a US title. Unless the person who titles the vehicle the first time makes and keeps copies to convey to the next owner those documents are no longer available.
The issue is usually the non conforming VIN. Land Rover used a different number of digits than all other manufacturers right up until they wanted to start selling trucks in the US. A non conforming VIN usually short circuits the simple mind of a DMV clerk who has not been programed for logical or independent thoughts.

Keeping copies of all transactions has helped me over the years for sure. When bringing back the Rangie from Switzerland had the Swiss title and had kept a copy of the NY Title that they took. When retitling back in the US in PA, the notary looked at the NY title, then the Swiss one, and said lets just use the old NY title info! Keep copies of everything!
