Can you tell me what is this and as it is broken should I be concerned?

to add: don't forget 2x new sealing washers and a few long (12"?) ziptie to secure that black square block to the axle tube & up the radius arm.

I'd also clean around the banjo/bolt and remove it prior to ordering anything, inspect the bolt for gunk/rust/etc. refresh if needed.

Once removed, hang sealing washers on a piece of baling wire or similar wire. You can heat the 2 sealing washers red hot with a propane torch, let them air cool and you have just re-annealed them. Good as new.

I'm going to back this up a minute - because this question leads me to believe you don't understand the "what and why" and I find that if I understand the engineering then I am better able to understand the fix. If this is redundant to you - then I apologize.

As the internals of the axle does it thing it generates heat - mashing of gears, bearings, oil seals all are rubbing or wearing on one another and this generates heat via friction. When air in the axle heats up it expands creating positive pressure in this tube - the weak spot in the axle is out through the hub where there are just oil seals and caps but it will allow air to escape. Unfortunately this would also cause oil to be pushed out of the axle as it drives along created a leaking hub.

This breather is the "pressure relief" for when this happens and is vented up this tube in your hand to a highpoint - usually on the bulkhead / firewall right below the hood. Reason being that as the axle cools off, say you stopped in water and the axle is submerged in cold water it will start to cool down, as that same air gets cooled inside the axle it creates a vacuum and could suck water in. This tube allows that air pressure to be equalized - so it basically allows the axle to breath.

Unscrewing the breather from your axle and making sure its clean is always a good yearly maintenance item to do, also making sure the tube is not pinched anywhere and is in good shape is also key. It's one of those minor things that is simple to maintain but if ignored can cause headaches.
