Heat from under my under – AC console

I haven't had a chance to look up the manual but have the add-on AC console under the dash. I take it down but not all the way off all the time to run wires over it. There are some gaps due to the wires on the back which allows heat to flow through it even if the heaters off. Should heat be flowing through this unit even if the heater is turned off? Before taking it apart any insight on what could be broken or missing or need to be plugged up? I'm assuming it's a wiring it's running across it's creating a gap between the console and the upper – allowing heat to leak but curious as to why he is flowing through there to begin with maybe something obvious but I figured I asked before taking it apart

Check to see if there is a speaker hole on the passenger side of the lower dash. Often there is one when allows tons of hot air out of the dash into the AC unit.if there is you’ll have to patch that.
 
I do have speakers down there. I'll pull it down to confirm. My goal is to minimize how much downtime I have by proactively ordering any parts before I take it off as its my daily driver. Not a huge deal but annoying. Feels like the heater is on when it isnt. I'll pull it down and take pics then seal up any holes.

Super easy to drop the AC plenum and have a look. Good luck 👍🏻
