Circular 2" hole in passenger footwell normal?

I have a circular ~2" diameter hole in the fire wall on the passenger side footwell that has been covered over with a think piece of matching circular plastic. Is this normal or was this a modification that someone in the past made? If normal, what it is there for as I am thinking of covering over with a small piece of stainless steel?

It could be but I know on this bulkhead it is where the under dash ac passes through the footwell.
