California Question (Sorry)

Hey everyone; so please do not hate me for this, I already have looked up all the threads on defender source regarding registering your defender in California seems like impossible. So, this is where I have a question, as much as I want to register a car in a different state with my job I am just worried a police officer might pull me over and I might get in trouble. NAS defender are too expensive unless someone wants to do a trade �� and the only option I can think of is the following which after speaking to California DMV is most reasonable one (I think).

Go to DMV and register the truck, most likely it will be flagged as a non-USA/Grey Market vehicle which will require me to get a Certificate of Conformance issued by the Air Resources Board (ARB). To get that certificate, I must get my vehicle tested at a Laboratory and the only one certified by the ARB is California Environmental Engineering (CCE) in Santa Ana, CA. I spoke to a gentleman yesterday by the name of George great guy and he stated he can get the car compliant and up to California Standard for 9k. The interesting items is after speaking to ARB I asked if they have any other labs they can recommend and they stated that CCE is the only one, lastly the person who runs the lab also fixes your truck at his own shop which is G N K Auto.

Now my question is:

1. Does anyone know of this process?
2. If so has anyone has any work done by CEE/GNK, per my conversation with George he stated he does this all the time and has I think 10 to 15 defenders currently being modified from UK and Spain.

I will say this though, I have spoken to 5 DMV reps and each time I get somewhat of a different answer, I even had one DMV rep state that go to DMV and the rep might just tell you to go to a smog station, most likely you will fail and in that case just go to a genuine land rover mechanic and get the items fixed that made your truck fail. I have reached out to a few local mechanics and they stated they can get that done and price could be anywhere from 7k to 20k

DMV reps don't know or don't care. Cops don't know pretty much anything about CARB, and I seriously doubt it would come up on a traffic stop. Only time I know of defenders being stopped it is usually to take a peek at it and say how cool it is...

The place that issues the stickers is indeed G&K automotive. I have a CARB sticker from them that cost $7500 but this was dated a decade ago. I would still push for $7500 since there is literally nothing that changed in their process as far as I can tell. It is the best bet to have a defender here without problems, guarantees titling and DMV registration.

Honestly, getting a 3.5 certified in this state is a bad idea. For $7500-9000 you can find a RRC with a 3.9 that is CA legal, drive it forever. Only worth dropping that kind of cash for a Tdi, nothing less. My advice is leave it registered in VA, drop a 200 or 300 in it, get the title changed in VA, and then go to CA if you want and get the sticker. Our state never catches anyone anyway running out of state plates... you will see all sorts of other state's plates here, I ran VA plates for a year AND paid CA taxes, smog, and got CA plates concurrently. I kept CA ones inside the car in case I got stopped because I was so concerned about penalties, commuted every day in traffic past the same cops, same highway patrol and NEVER got stopped. Some folks get lucky and go through a tiny podunk DMV, get a new title and never get caught by CARB. If your title says gas, it will need to pass smog. Diesel on title = exempt (up to 1997). Our state is a crapshoot.
 
thanks for the response would you be open to speaking via phone or email. as much as i would want to let this go it honestly breaks my heart, i waited so long to get this here legally.

as of the getting it register in VA I am open to it but because of my work any violation could get me in trouble with my job so that is why I am willing to do anything to get it legal there.
