Bleeding 300 tdi fuel sys

Need some guidance.
300tdi
Fuel sys bleeding.
I removed the FiP to replace the oring, used all special tools to lock flywheel, secure timing gear, so nothing moved.
O ring replacement went fine, per dieselgeekwrite up.
Ready to prime and start.
I have hand primed for a while, with nothing coming out of filter banjo.
With everything right except filter bleed, turned over engine, good stream of fuel out of filter bleed banjo.
Tightened that up , tried the crank method but it turns over but doesn't start. Not clear to me how to bleed the FIP. Tried loosening a injector pipe at injector to let air push out, nothing.
What am I missing? I do wish I had installed the elcrltric fuel pump with my sediment or now.

Work your way in segments from the lift pump forward through the fuel system:

1 - do you have fuel in the tank
2 - do you have fuel at the lift pump (pull outlet fitting and pump manually)
3 - do you have fuel at the filter inlet
4 - do you have fuel in the filter (fill manually to shorten process)
5 - do you have fuel exiting the filter
6 - do you have fuel entering the IP
7 - do you have fuel passing the stop solenoid -remove and verify function
8 - do you have fuel exiting the IP (all 4)
9 - do you have fuel at the injectors (all4)
10 - do you have fuel at the spill rail

If yes to all of the above, then you are incorrectly timed at or in the IP
