They won’t unless retrofitted.These inner bars do have been added sometime in the 90s, though I do not recall this being mentioned in James Taylor's comprehensive Defender books (though this may be too small of a detail). The bars are extremely sturdy, and make excellent tie-down points.
I guess one way to answer my question is if who anyone has a *non* county five door from the late 90s could see if their truck has these (without seatbelts).
Every single ROW LHD I have ever seen post 96 MY has them as well as all all RHD UK variants. We get tonnes up here in Canada as with the 15 year rule we are now getting Td4s and Pumas and they all have em.Interesting. I only know older ROW and they don’t have them.

The key question is whether your ROW truck came from the factory with third-row seats or they were added later--in the case of my 90, using very large washers as seat-belt anchors....
