Any suggestions on repairing this rust and getting a new cap for the end of the cage?

Looks fairly superficial. Blast and repowder coat and or dip it and galvanize. If not structurally sound any good local fabrication welder should be able to fabricate that

Yes. I am not a fan of powder coat period. So was a pretty easy decision. I actually hot dip most steel on a Defender. I haven't done the frame on this one. Yet. But, it may happen at some point.

FYI, my front bulkhead feet looked about like yours before I took them off.

You'll have a tough time painting over galvanized steel. It's possible but requires special prep and it will probably still flake. ECR supposedly uses some stuff called COLORZINQ that is colored and can be painted with appropriate prep.

Honestly, I would just blast and re-powder coat. It will last you a long time if the prep is done correctly. Find a high quality coating shop.

There is a good shop i use locally for pc so that sounds like a better route if i want it black. then i need to figure out how to keep it from rusting in that area again.
