Two thoughts.
1) You may have a bad resistor which would only give you one fan speed.
2) That may be how your switch works. I have never had a switch that half way was low speed and all the way was high speed.
What was stated above... also your switch lever looks bent, might be worth taking it out and making sure all is straight as it should be and put a bit of lube on the pivot point.
This company makes a really nice digital fan switch which is infinitely variable and will need just a light finger tip touch to move. I’ve had one in my 110 for years and it is great.

The switch itself is near the bottom. The upper movement is opening and closing the flap to block air into the cab. When the switches are in good shape, there are two very distinct clicks for the two speeds. You are best to open it up and look in there. It is all open and easy to see what is going on. The switches do wear out and break.
Also, If the cable is too tight, then it doesn’t allow the lever to travel all the way down to engage the switches at bottom of throw. Loosen the cable and operate the lever to see if the switch engages. Tighten cable appropriately.
