Basically your choices are:

1994 - 97 NAS 90
Anything else requires huge emission expense or registering it out of state. Others will chime in but that’s your options in a nutshell.

Essentially there are very few legal trucks for California. And getting a non-legal truck certified is extremely expensive and tedious.
there are however a multitude of other than legal ways to get it on the road in California if you're willing to take a risk. I won't spell them out here but you can do your own research.
