Battery voltage and fuel gauge issues.

Today I was plucking around trying to fix my fuel gauge issues, It's a 92 110 with low fuel light circuit board, 3 poles on in tank sender. I metered the green black at the tank and it reads 6.xx volts same at the bulkhead junction, but.. all other "12v" sources read at 14.5v? I know for a fact when I built the truck 12v was the norm (not sure about the green black though and why its at 6v)

What regulates the 12v output? Battery cells? Is my battery acting up? In my years I've never come across this.

Also, with regards to the fuel gauge, 2 wires at the sender, 1 should be 12v(grn/blk other(blk) to earth? At gauge, 12v green black is output to sender, green 12v is input to gauge, post is to earth? Seem fair enough? I think something is amiss behind the cluster, I'll confirm tomorrow.
