turbo/boost trouble shooting

Hello again! 200 TDI
recent boost gauge installed - not getting boost over 2-3

-Have shortened the actuator arm with no change
-the wastegate moves freely with the arm off
-have pulled off the air hose - the turbo fins look good - there is no play in the shaft and no oil present
-Have attached shop vac blower into the air hose leading from the IC to check for leaks and have not found any -
-all hoses are new
-have checked the downpipe to ensure it is not slipping down - it is intact and the bolt that holds it in place is good
-no undo smoke when driving

My two thoughts are -
1) the actuator itself seems very stiff? When i have the arm off of the waste gate -it immediately pulls in and it is very hard to pull back out
Is this supposed to be so hard to pull out? I had a hard time re-attaching it after shortening it
2) how do I know if the problem is with the intercooler? The truck only has 115,000 KMs on it - but the radiator was clogged and I had to replace it - could the IC be clogged and if it is, would it cause loss of boost? How do I check it?

any other thoughts on where I should look next?

Boost is directly related to fueling. If you are not making power the turbo cannot build boost. Check to make sure the Boost compenasator is connected and doesnt not have any holes in the tube. It runs from the turbo over to the top of the injection pump and is black. Same tube that is tee'd into the waste gate actuator. The waste gate will be stiff it has to overcome ~10psi.

If the IC was clogged, start pulling out all the intake plumbing and cleaning that out as well. Be a good idea to check and clean the pcv plumbing and valve to.
