He's defending the U.S. Constitution.

The 14th Amendment to the U.S. Constitution says that the Bill of Rights applies to the the States. All 10 of them. Indiana is saying the 8th Amendment in the Bill of Rights doesn't. That's BS.

Civil Asset Forfeiture is flat-out police-state wrongness. No due process prior to confiscation; you're guilty until proven innocent. Fundamentally unAmerican.
