Recognize this part?

I was driving my '94 NAS D90 yesterday and a bicyclist rode up next to me with this part in his hand and he said it fell from my truck. I don't recognize it and I crawled underneath my 90 to see if I could identify where it came from...I couldn't. Anyone recognize this?

That appears to be the part that would hold a spare wheel under a pickup. You could have kicked it with a wheel making it bounce and appear to have fallen off.
