Oily rear

Yes, I have an oily rear on my 200 TDI D90
Finally getting to drive it some and Im noticing an oily film over the back window and the entire upper back of the truck.
I have a drivers side exhaust.
I have some degree of leak from the transfer case seal (which was just redone by a reputable shop but if anything may be leaking more)
Not sure that my turbo is tuned correctly as on my new VDO gauge, I am only getting boost pressures of 2-3 while accelerating around town.
Shouldn't I be getting up to 12-13? or do I really have to push it past 55 mph (which I have not done in my driving thus far) to get higher pressures?
Could the turbo not working properly be leading to a change in my exhaust gas?
Or is it more likely that the transfer case leak is making its way to my back window when driving?
I know I need to address both at some point
Appreciate the input -

An LT230 leak would leave a nice film of fluid on the back of my old D1.

That is not right. You should be getting full boost in first gear. (12ish) I would start with looking for a boost leak in your intercooler hoses, and the pipe that runs from the compressor cover to the fuel injection pump. I bet you will find a hole in something. My truck had a big hole in an intercooler coupler when I picked it up from the port.

The oily film sounds like you are running very rich. I had a car that did that when I had a cracked piston ring land (Not saying that is your issue). Fix your boost problem first and see if it clears up. From there I would do a compression test if it continues. I guess it could be a leaky something underneath the truck. My transfer case leaks but I don't get oil on the rear window, just the driveway.

They hoses have been vacuum checked and the intercooler pipes were replaced with no change. Engine itself was rebuilt. I do realize the turbo is an issue that needs to be sorted. Tiny bit of smoke on start and no smoke while driving. I guess I should also consider if the boost gauge is working?
The LT230 is leaking enough to cause the oil levels to be low - and enough to see a trail of driops every 5-6 feet coming up the driveway into the garage
I know I have two issues - just interested as to which was leaving me oily - it sounds like it could be either

Once followed a buddy's diesel LR that liberally sprayed diesel out the engine on following traffic.
Took several attempts to figure out the cause. But with such low psi, start there!

I had this happen when a return line between the injectors let loose. It was a .50 fix.
