You just need to adjust the cable at the heater box and slightly loosen it. I put the lever all the way down, pull the cable at the box to tighten it, and lock it in.

I would have thought the cable for the blower was independent front the cables on top and side of box. Am I misunderstanding you?

Yes. You are misunderstanding me. Take a look at the cable going into the side of your box. Notice that it is all the up for no air/fan and all the way down for fan on. It is connected to the fan control and moves not only the cable, but the electrical. Adjust the length of engagement and you will solve your issue if memory is correct. It is a simple system. If you have too long a cable, then it tries to push the lever back up. I'm pretty sure you need to take out a little of the extra slack.
