The problem I have is that all of this appears intact. And I have a new Carling switch. But even when I manually jump the contacts nothing happens. So I believe one of the relays must be dead. I tested while the engine was running. But I actually am unsure if I still didn't have enough volts. Anyone know how many is needed?

Start at the switch, do you have 12V at the white/green when its on? If no then its the switch. If yes then put a ground to (9) on the relay. If the relay clicks on then its the VSS, if not its the relay.
