I like the post-97 spec harnesses like I assume the OP has. I think autosparks only sells the old rubber and bullet style pre-96 type.

It doesn’t have to, but it makes the o-ring replacement easier. If you’re not prepared to re-time the pump though, then it makes everything harder.

My first suspicion is a hopelessly clogged fuel filter but once that’s verified good then I’d shift my attention to the lift pump. If you have the style with a slot screw on top then there is a little cleanable screen under the cap - carefully pry that out and clean it without getting gunk...
